Decree of June 23, 2022 – Criteria Minimum Environmental (CAM)

The decree of June 23, 2022 was published in the Official Journal of the August 6, 2022, and defines the Criteria for Minimum Environmental (CAM) for:

  • the confidence of the service of design of construction projects;
  • the entrusting of the works for construction projects;
  • joint custody of design and works for construction projects.

The environmental criteria for the minimum requirements to identify, in the various phases of the life cycle of the work, the better design solution, the product or service under the environmental profile.

Article 57 of the D. Lgs. 36/2023 establishes the obligation of the technical specifications and contractual clauses provided for by the CAM in the planning documentation and competition in public procurement.

The changes introduced by D. M. 05/08/2024

With the D. M. 05/08/2024 changes have been introduced to the D. M. 256/2022 on the requirements for thermal and acoustic insulation, with particular reference to the content of recycled or recovered.

The legislation of the original 2022 stated that the insulating glass-containing cell may include at least 60% recycled or recovered. With the new decree, this percentage is reduced to 50%.

The edit – included in annex 1, paragraph "2.5.7 for thermal and acoustic Insulation", the table annexed to the point (i) – has been in force since August 23, 2024.

Cap. 2.5 – technical Specifications for construction products

The first part of the chapter applies to the products subject to the CE Marking to the products for which, in the following paragraphs, you are required to percent recycled. The percentage of material recycled must be demonstrated by:

  • Environmental product declaration Type III (EPD) in accordance with UNI EN 15804 and EN ISO 14025;
  • Sworn to the UNI EN ISO 14021 valid as of the date of entry into force of the decree (accepted up to the deadline).

  • finish panels inside (even with insulating view);
  • false ceilings;
  • vapour screens are synthetic for the internal protection of the insulation.

The determination of the emissions must be carried out according to the UNI EN 16516 or UNI EN ISO 16000-9. Compliance with the criterion can be demonstrated by:
