The ADR 2027 updates the rules for the transport of dangerous goods by road. For chemicals companies, paint manufacturers, and who is responsible for shipping, packing, charge, or transporting these products, the first step is to understand what changes are really their activities.
This guide will select some of the themes of the update, and translates them into the verification plan in business: people, products, packaging, and documents.
When you apply the ADR 2027?
The specific deadlines are to be verified separately: not all coincide with the end of the semester transitional. At the time of this update, in November 2026, the applicable edition is still the ADR 2025.
News from the estimate in the company
Training: has the function of
The amendments to chapter 1.3 clarify the reference to the people who participate in the activities of the supply chain, passing a read-only employees. You need to check the duties, responsibilities, and training records for the other figures involved.
To do: update the list of people who handle dangerous goods and to compare the training received with the actual activity. The training of staff in accordance with section 1.3 is separate from the certificate ADR driver.
Classification, UN numbers and exemptions
The update works on headings of the Table, designations, the dangers subsidiaries and special provisions. Also the calculations of the exemption of 1.1.3.6 require attention to the goods affected by such changes.
To do: compare the list of products shipped with the new provisions and to verify the consistency of section 14 of the SDS, personal data management and transport documents. The presence of an exemption should always be referred to the product, quantities, and conditions applicable.
Empty uncleaned and flows of recovery
Paragraph 4.1.1.11 is reorganized and introduces specific conditions for the transport of some drums and IBC empty uncleaned packagings intended for disposal, recycling or recovery. Remain relevant to the nature of the residues, capacity, closures, labeling and documentation.
To do: examine the returns and flows of packaging used with the operator and the conveyor. Packaging of the apparently empty is not automatically exempt from ADR.
Documents and written instructions
The changes also affect the transport documentation and on the model of written instructions. The transitional measure 1.6.1.58 you can continue to use until 31 December 2027 instructions comply with the requirements applicable up to 31 December 2026.
To do: the census models, procedures, and versions of use; schedule the replacement of written instructions and check the conditions of any estimates of quantities in the transport of waste.
Batteries and new technologies
The ADR 2027 update various provisions for lithium-ion batteries, sodium-ion and hybrid vehicles, including those that have been repaired or reconditioned and those installed in the unit of freight transportation.
To do: if the company sends the batteries, equipment, or vehicles that contain it, check the classification status of the battery, documentation, test, packing and marking. The only indication of the technology is not enough to define the conditions of delivery.
Focus on paints, adhesives and UN 3082 mixtures
Review the packaging, without extending the waivers of all products
The previous transitional measure in 1.6.1.51 is replaced by the new framework in 1.6.1.59. It concerns certain open-head plastic drums containing mixtures assigned to UN 3082, subject to conditions on volume, composition, stacking tests and general packaging requirements.
For a manufacturer of paint or adhesives, the test must then cross formula, classification for transport, the format of the package and the documentation of the packaging. This is not a general exemption for all UN 3082 mixtures or all plastic pails.
Before confirming the package or plan purchases, ask for a verification of the case and of the complete terms and conditions of the arrangement.
A practical to prepare
- Map products and activities. Collect the UN numbers, amounts, frequencies, mode of transport and the role covered by the company.
- Compare the provisions. Locate the relevant changes and the related transitional measures.
- Check the materials. Check SDS, packaging, markings, patterns and documentary procedures in the warehouse and shipping.
- Engage people. Coordinate regulatory, logistics, purchasing, and external stakeholders; plan to update the training as necessary.
- Assign actions, and deadlines. Keep a list shared with, responsible for, the evidence required and completion date.
Frequently asked questions
The update only applies to the transport companies?
No. The checks may also involve consignors, packers, loaders and other operators. For a helpful evaluation you have to start from the activities carried out and the goods handled.
I have to change all the SDS for changing edition ADR?
The change of the edition does not imply a change indistinct, of all the SDS. You need to check if it changes the information that is applicable to the product, in particular those of section 14, and evaluate the required updates.
Can a UN 3082 mixture always be transported in a non-UN-approved plastic drum?
No. All the conditions of the applicable provision must be checked. The UN 3082 classification and the use of plastic packaging alone do not demonstrate compliance.
