ADR consultant and exemptions
The obligation of appointing the consultant can relate to different actors of the supply chain, including shippers. Any exemptions should be evaluated according to the actual activities and under the conditions foreseen by the legislation.
In Italy, the ministerial decree of August 7, 2023 discipline in cases of exemption from the appointment of the consultant ADR. The circular of the Ministry of the may 14, 2024 provides clarifications. An exemption does not automatically delete the other requirements of ADR.
