The verification part by the use, by the formulation and the technical documentation, before giving the samples to the laboratory.

Safety Colors supports manufacturers of coatings, adhesives, mortars and concrete, and other materials intended for contact with water for human consumption in the preparation of the path of conformity assessment.

The new european framework: what will change

Article 11 of the directive (EU) 2020/2184 introduces a harmonised system for materials and products used in the systems for water intended for human consumption. The system connects to the acceptance of the constituents to the tests on the materials end, the evaluation of the product and a specific marking.

Until December 30, 2026Italy remains the reference to the national legislation of the D. M. 174/2004, in the framework of the D. Lgs. 18/2023 and subsequent amendments.

By 31 December 2026Apply the new EU requirements, while taking account of the relevant transitional provisions.

Transitional till 2032?It is a possibility, subject to conditions, to check on the individual product and on available documentation.

In Italy the Legislative Decree. 102/2025 has changed the D. Lgs. 18/2023 and provided for the repeal of the D. M. 174/2004 by December 31, 2026. The step requires a joint interpretation of the rules of the european union and transitional measures national.

What products should be evaluated?

The first relates to the intended use: the product comes in contact with water intended for human consumption in new installations or repair work or replacement? Coatings, tanks, systems of protection and recovery, joints, and other components may need to be checked as a function of the specific area of application.

Chemical products for water treatment and filtering media to follow the distinct framework of article 12 of the directive, should not be automatically attributed to the procedure of article 11.

From the formulation of the product in accordance with

1. Identify the material and the constituents

The positive lists of european decision (EU) 2024/367 relate to starting substances, compositions and constituents. It is necessary to identify the material and verify the entries relevant, the functions and the terms and conditions of use allowed. The presence of a material of the first in the list does not prove, by itself, the compliance of the entire product.

2. Define the tests on the final material

Decision (EU) 2024/368 discipline, test procedures and acceptance of the material up to the end. The plan depends on the material, use and risk group: can understand migration, effects on the taste and odor, color and turbidity, organic carbon, and microbial growth, in accordance with the applicable requirements.

3. Organize assessment, declaration and marking

The commission delegated regulation (EU) 2024/370 discipline and conformity assessment; regulation (EU) 2024/371 establishes specific labeling for conforming products. The commercial documentation must reflect the scope actually assessed.

Focus on mortars, coatings and systems applied in the work

The material to be evaluated is the final one, in the intended conditions of use. For a multi-part system is useful to collect the composition, mixing ratios, support, thick, ripening or curing conditions and contact with water.

For the cement-based material, the annex III of the decision 2024/368 provides a review of the formulation and specific requirements. Also the organic constituents and impurities can affect the tests and the tests to be defined.

A SDS is not a certification of suitability for contact with drinking water. It is part of the technical information to be examined together with the formulation and evidence on the final material.

How to check any transitional period

Article 11 of regulation 2024/370 provides for the application by the December 31, 2032 for the products evaluated comply with the hygienic requirements of national and with the national certificate of compliance is still valid to 31 December 2026. It is not enough that the product has been marketed.

Need to be examined validity and the field of the certificate, correspondence with the formula, and with the intended use, target market and national conditions. In Italy, the transitional measures in article 10 of the D. Lgs. 18/2023 also include conditions related to the parameter lead. Test reports and existing certificates must therefore be assessed on a case-by-case basis.

Support Safety Colors

Initial salary scheme: identification of the products, of the uses and markets concerned.

Analysis of the formulation: the collection of data by the providers and identification of missing information.

Document review: comparison between formulas, technical data sheets, MSDS, test reports and certificates are available.

Test plan: definition of the priorities and challenges to agree with laboratories and competent bodies.

Coordination of the path: technical interface and support to the preparation of the dossier.

The evidence, and the decisions of the certification compete for the laboratories and the bodies responsible; Safety Colors alongside the company in the preparation and management of the route.

Frequently asked questions

<details>
A national certification existing remains automatically usable up to 2032?

No. You need to check the condition of the transient, the field and the validity of the document, the covered product, and the rules of the target market.
</details>
<details>
A test report according to the D.
